Add script to generate sponsors section for release notes (#3478)
* OpenCollectrive API is blocked by a Cloudflare challenge page in some locations so allow to specify the OpenCollective API data manually --------- Co-authored-by: Ivan Pozdeev <vano@mail.mipt.ru>
