Add miniconda3 26.7.1-0, 26.7.1-1 and miniforge3 26.5.3-0, 26.7.2-0 (#3550) ...

Adds latest miniconda releases 26.7.1-0, 26.7.1-1 for Python 3.10–3.14
and miniforge releases 26.5.3-0, 26.7.2-0.

Updates Python verification to 3.14 for miniforge3 starting with
26.5.3-0 and adds Linux riscv64 detection for 26.7.2-0.
